Why it exists
A programme designed around decisions rather than catalogues will sometimes need a parameter we do not make an instrument for.
The RTU means a site can be instrumented with the right sensor rather than the available one, and still report to Clamnet on the same timeline, with the same identifiers and the same data-quality flags as everything else.
